- Mix flour, cinnamon, baking soda, baking powder, and salt in a bowl.
- Whisk eggs, sugar, oil, water, and vanilla; then add pumpkin puree.
- Combine wet and dry ingredients; fold in chocolate chips. Top with extra chips.
- Divide batter into muffin cups and bake for 26-29 minutes. Cool on wire rack.
